A comparative study on laws, policies and procedures of patient access to electronic health record in selected countries

Background and aims: Of the advantages of accessing patients’ records is letting them have a better understanding of their condition and treatment. It can also raise the reliability of consistency and correctness of data in health care system. Therefore, this study was to compare between laws, policies, and procedures concerning patients’ access to electronic health records (EHR) in Australia, Canada, and New Zealand and those in Iran. Method: This study was a comparative, descriptive one, investigating the laws, policies, and procedures of patients’ access right to EHR in selected countries and Iran. The instrument for gathering data was a researcher developed checklist and the data were gathered and compared through relevant websites and reliable electronic resources and articles. Results: The findings of research showed that all four countries usually had some laws, policies, and procedures concerning access right, but in none of them the rate of access has been obviously and specifically determined. Conclusion: Given the necessity of EHR implementation, the requirement of paying attention to codifying a law or at least specific policies and procedures and expressing the details on this issue grows completely apparent.
